Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended).

Herefordshire Council is producing a countywide Minerals and Waste Local Plan (MWLP). This is a formal 'development plan document', the production of which is regulated by legislation.

The council consulted on the Publication Draft version of the MWLP and invited representations to be made on it, under Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended).

It is this version of the MWLP that Herefordshire Council proposes to submit to the Secretary of State for independent examination later this year, subject to consideration of the issues raised through this consultation. Any views which were received during the consultation period will be forwarded to the Secretary of State, as part of the examination process.

The Publication Draft MWLP sets out the council's preferred strategy and a framework of planning policies for meeting the county's minerals and waste needs up to 2041. It will provide guidance to developers, local communities and other interested parties on where and when minerals and waste developments may be expected, as well as how such development will be managed to both reduce adverse impacts and maximise benefits.
