Herefordshire Council is issuing a Call for Sites from 26 June 2025.

In December 2024, the government published the new the National Planning Policy Framework (NPPF), which included significantly increased housing targets.

Due to the significant increase in the growth target for Herefordshire, which now requires 27,600 new homes over 20 years, the Local Plan will start anew to create a new strategy to accommodate this growth.

The Local Plan 2025-2045 will ensure that infrastructure, employment, and environmental factors support the delivery of new homes in Herefordshire.

To meet this new growth requirement, the council must consider all available options for development, including land for new or expanded settlements.

Any site allocations must be backed by strong evidence that they can be delivered within the plan period (2025-2045). The council is gathering as much information on potential site allocations as possible early in the plan-making process, which means the 'Call for Sites' process will change.

For those that have submitted sites previously, the new Call for Sites submission process will be electronic and hosted online. The new system will ask for more detailed information than before and allows promoters to save and return to complete their submission at any stage, and upload supporting documents if necessary.
