Read the draft Local Transport Plan 2025-2041
Introduction
The draft Herefordshire Local Transport Plan is our strategic framework for shaping transport across Herefordshire 2025-2041.
It builds on the progress made through the current Local Transport Plan 2016-2031 which is summarised below. Many of these projects have been delivered by adapting to shifts in technology, working habits and shopping behaviour.
An updated forward-looking Local Transport Plan is essential to ensure our transport approach aligns with these changes, reflects local needs and supports national, regional, and local policy objectives.
Key strategic objectives
The Local Transport Plan is designed to guide transport investment and policy across Herefordshire, supporting five key strategic objectives:
- Supporting a thriving and prosperous economy
- Enabling healthy behaviours and improving wellbeing
- Tackling climate change and protecting and enhancing the natural and built environment
- Improving accessibility and inclusivity
- Improving transport safety and security
Action plans
The new draft Local Transport Plan 2025-2041 includes a series of action plans that set out how we will guide transport investment to achieve these objectives across different areas of Herefordshire.
Overview of current Local Transport Plan 2016-2031
The way people travel is influenced by factors such as proximity to services, trip purpose, and the quality of digital and transport infrastructure. Recognising these differences, individual strategies and action plans have been developed to address the transport challenges in each of the following areas across Herefordshire:
Rural Herefordshire and market towns
Herefordshire is largely rural, with most of the population living outside the city. Our five market towns; Bromyard, Kington, Ledbury, Leominster, and Ross-on-Wye, act as important centres for services, shopping, education, and access to transport.
Due to longer travel distances and more limited transport options, rural residents often rely more heavily on private cars.
Hereford city
As the county's only city, Hereford is a key hub for jobs, education, healthcare, retail, and culture, drawing people from across the wider region.
Its higher population density and compact layout mean residents benefit from a wider range of travel options, including better access to walking, cycling, and public transport.
The draft Local Transport Plan 2025-2041 addresses the fundamental aspects of the transport network such as strategic connectivity, freight and logistics, travel planning and maintenance that apply across the whole of Herefordshire and, therefore, sets out a strategy for the whole transport network and how transport will help achieve our vision and objectives.
Strategic Environmental Assessment
The draft Local Transport Plan 2025-2041 is accompanied by a Strategic Environmental Assessment (SEA), which evaluates the environmental impacts of the proposed policies and plans.

In addition to public feedback, we are also gathering input from partner organisations, transport providers, user groups, and neighbouring councils which will help inform the final version of the Local Transport Plan 2025-2041.
What happens next
Once the public consultation closes, we will review and analyse all the feedback received to help shape the final version of the Local Transport Plan 2025-2041 and its accompanying Strategic Environmental Assessment.
A summary of consultation feedback will be provided alongside the final Local Transport Plan 2025-2041 to the relevant council committees for approval later in 2025. Once approved, the final document will also be made available on our website.
