A Local Development Order (LDO) has been in effect in the Hereford (Rotherwas) Enterprise Zone (HEZ) since 2013. It has been a successful way to encourage investment by making the area more appealing to businesses. The LDO gives businesses confidence to develop the premises they need, which supports economic growth.
To maintain the success of the Hereford (Rotherwas) Enterprise Zone, it is proposed that the LDO is renewed for another five years, without any changes, lasting until 25 April 2030.
The government requires all councils to assess how well an LDO is working and what it covers before it can be renewed or changed. This includes gathering feedback and opinions from the public through a consultation.
The LDO was first reviewed in 2014, and then again in 2019. As a result, it was renewed with changes, including accommodating educational facilities like the New Model Institute for Technology and Engineering (NMITE), and adding a small piece of extra land. The LDO was then approved and adopted for another five years, until 18 October 2024.
The expiry date of the Hereford (Rotherwas) Enterprise Zone Local Development Order 2019 was extended to allow time for the necessary review to take place, by amending Part F 'Period of Operation of the LDO' of the Order as follows:
The current LDO and the terms within it will be active until midnight on 10 April 2025, unless before that date the LDO is readopted and/or further amended on or before that day.
